ordinarily i subscribe to the notion:

Never ascribe to malice what it adequately explained by
        stupidity.

can someone explain to me why the Commerce Department, the folks
responsible for reviewing mergers to prevent concentration of power
in volation of the anti-trust laws, is in the business of CREATING
monopolies like NSI with what can only be described as sweetheart
deals (at least in polite company)? and why didn't they have to
get DOJ clearance before granting exclusivity to NSI?

oh yeah, it's not a real "business" - just a "cooperative agreement"
that resulted in a huge IPO.

what an incredible scam, and NSI has enough people by the short hairs
that nobody will take substantive action about it.

the next thing you know, Microsoft will buy Verisign
