Like Milton Freidman said in "Free to Choose", the only people who benefit
from government regulation are the companies in that industry, not the
consumers. At the very least, regulations raise the barriers to entry and
reduce competition. More usually, they provide a virtual sinecure.  This
looks exactly like a case of the latter.
