The FCC has ruled that, in accordance with the Children's Internet Protection Act (CHIPA), libraries and public schools must install Web filters by July 1, 2002, as well as demonstrate progress on the matter by Oct. 28 of this year. The FCC ruling denied requests by the American Library Association (ALA) asking for more time before the terms of the law are implemented. The FCC is charged with implementing CHIPA to shield school-age children from X-rated and other controversial Web content. CHIPA is being opposed by the ALA and ACLU on free-speech grounds, and the two groups have already filed a lawsuit in Pennsylvania District court hoping to overturn CHIPA, the same court that overturned the Child Online Protection Act and Communications Decency Act. A spokesperson for the ALA said the group is not happy with the FCC's decision. "This is going to be a burden both financially and technically in terms of installing and implementing this in such a short time period," said ALA director of government relations Lynne Bradley.
