nortel has had power line modems working for quite a while,
but they are economically viable only in europe.  because
of the higher-voltage/lower-current system, the ratio of
houses to service transformers is very much higher, so
the cost per subscriber is much less than it would be in the US
where the number of houses served by secondary transformers
is much, much smaller
