What's Wrong with ICANN -- and How to Fix It

By: David R. Johnson and Susan P. Crawford[1]

ICANN has lost track of its core mission and failed to build the
institutions and processes that would give it legitimacy and make it
effective. Almost all of the mistakes ICANN has made along the way stem
from a collective failure to understand that ICANN is not engaged in
"internet governance" (democratic or otherwise) but, rather, a form of
substantive standard-setting on specific topics -- based on a demonstration
of widespread community support -- as to which registries, registrars and
registrants have contractually agreed to be bound.
