Don't be too sure it's a hoax. The Slashdot thread wasn't convincing, but
this BBC report which includes an interview with a Chinese official is:

http://news.bbc.co.uk/hi/english/business/the_economy/newsid_255000/255834.stm

                                 A spokesman for China's
                                 Ministry of Information
                                 Industry denied that the idea
                                 was being copied.

                                 He told the BBC that China's
                                 plan to order all airline chiefs
                                 into the air on New Year's
                                 Day was still only a draft. But
                                 the aim, he said, was
                                 two-fold: to reassure the
                                 public and to concentrate
                                 minds in the run-up to 1
                                 January and thereby ensure
                                 that adequate precautions were taken.
                                 [...]

China's "solution" was a hoax---a joke got misreported.
See slashdot.
