Anyone at an edu address has been able to bet real money on political
races, earnings reports of selected firms, etc. at the Iowa Electronic
Markets since 1992. Look at
  http://www.biz.uiowa.edu/iem/index.html
for background and/or telnet to iem.biz.uiowa.edu to see the
market in action and participate. Right now they are running
markets on the 1996 Presidental race.

(This experiment has been funded by the NSF Economics Division and has
generated many very interesting papers and findings. It has also been a
very valuable teaching tool. And, yes, they do have clearance from the
SEC.)
