The Computer Science and Telecommunications Board of the NATIONAL RESEARCH COUNCIL is seeking to fill two professional staff positions. (1) STAFF OFFICER, to organize and manage projects, set and maintain schedules subject to budget constraints; establish and maintain liaison with designated researchers, policymakers, officers, institutions, sponsors to obtain input from program work; support committee and other program meetings by writing background papers, contributing to deliberations, providing followup preparations for future meetings, seek and obtain relevant written material, write summaries for program requirements; prepare and revise report drafts based on committee member, staff, and review feedback, including status reports, technical summaries, and interim/final project report; and develop proposals for future projects. Position requires an MA/MS or equivalent in computer science, computer engineering, telecommunications, management, or public policy (with technical undergraduate degree); at least 4 years experience in computer science, computer and telecommunications applications in industry and government. Requires familiarity with design and implementation issues associated with large and complex systems and with computer-related or telecommunications policy. (2) SENIOR STAFF OFFICER, to organize, plan, and manage projects, set and maintain schedules subject to budget constraints. Requires demonstrated ability to anticipate, recognize, and solve problems in a timely manner; establish and maintain liaison with relevant researchers, executives, foundation staff, policymakers, officers, institutions, and sponsors to obtain input for and convey progression of program work; support committee and other program meetings by writing background papers, analyses of technical and policy issues, and summaries of technical and policy discussions; contribute to deliberations; prepare, revise, and edit reports drafts based on committee member, Board, staff, and reviewer feedback, including status reports, technical summaries, and interim/final project reports; develop proposals and generate funding for future projects. Position requires an MA/MS or equivalent in computer science, computer engineering, telecommunications, management or public policy (with technical undergraduate degree); at least 6 years experience involving computer science, computer and telecommunications technology, and computer and telecommunications applications in industry and government; and demonstrated understanding of technology policy, in computing and/or telecommunications areas. Requires familiarity with design and implementation issues associated with large and complex systems. Neither position is a computer science research position. Both positions focus on the public policy impact and dimensions of computer and communications technology. The National Research Council (NRC) is the operating arm of the Academy complex, which includes the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine. The NRC is a source of impartial and independent advice to the federal government and other policy makers that is able to bring to bear the best scientific and technical talent in the nation to answer questions of national significance. Within the NRC, the Computer Science and Telecommunications Board (CSTB) considers technical and policy issues pertaining to computer science, telecommunications, and associated technologies as critical resources and sources of national economic strength.
