somewhat lets us down with the following article:

From the Manchester Guardian, 8th July 1993:

" Internet and OSI networking are starting a collaboration ``which could
- and should - result in the convergence of the two protocols within
a relatively short time,'' according to ICL's Jack Houldsworth.

Houldsworth is known as the ``father of OSI''.  His work on network
design was adopted by the International Standards Organisation as the
basis of Open Systems Interconnection (OSI).  However, OSI protocols
have not yet managed to displace the Internet's TCP/IP system,
developed for America's Darpa (Defense Advanced Research Projects
Agency), and the de facto standard for Unix.

The problem is that the Internet protocol (IP) is running out of
addresses.  A ``bigger addresses'' working party, called Tuba, is
considering solutions.  One of these is the phased replacement of IP
with CLNP, the OSI's Connectionless Network Protocol.

Houldsworth says: ``the matter will be decided ultimately by the
weight of opinion amongst Internet members''.  Opinions can be emailed
to the Internet Architectural Board's network Operations working
