YM IDP aka. Internet Death Penalty. One of the spambones (Spam Backbone ISP) got this once as I recall, from a limited number of nets, but that's about all AFAIC. Unless you get the cooperation of their upstream it's damn neigh impossible and if you have that cooperation it's very likely that a less "Ultimate Solution" can be worked out. Pressure from their upstreams is likely to get their attention.
