I will decide for my own networks.  Every admin considering voluntarily using
such a service will decide, each for their own networks.

If such a service is offered, and seems stable and trustworthy, I will
consider lending it my weight.  If it helps me and is careful enough for me
regarding what it lists, I'll use it.  If it doesn't help me or it is "wacky"
about what it lists, I'll not use it.

Others will decide between those alternatives too.  As the service satisfies
more network admins, it will gain power.  Eventually, if the service is
operated carefully and responsibly enough, it may become powerful enough an
expression of collective network-admin will to cause behavior modification in
the listed networks.
