For either RedHat 7 or 9, you need to install the kernel-source RPM, after
which it should be pretty easy.  

The 'kernel' rpm is installed by default. 'kernel-source' is a *different*
rpm, which is not installed by default.

(Also, note that there's a 'kernel-2.something.src.rpm' - that's yet another
beast, different from kernel-sources (specifically, it's something you can use
to build the kernel and kernel-source RPMs, if you have a *lot* of time and
disk space.  You don't need the .src.rpm unless you're planning to create your
own RPMs).

To summarize:

kernel-2.4.7-23.i686.rpm  or similar - you have (release and arch may differ)
kernel-source-2.4.7-23.i386.rpm  - you need to install this
kernel-2.4.7-23.src.rpm   - you *don't* need this, probably.
