Looks like some other (linux/unix) host is using this ip_addr.

I m not sure but i m going to recompil kernel with the option ARPD and NETLINK but it's very long.
I have seen that on : http://packages.debian.org/stable/net/arpd.html
"To use the ARP daemon your kernel needs to have ARPD and NETLINK support enabled. The standard kernels of Debian GNU/Linux lack this support"

maybe it's the solution
