Basically, no one can take it over.

You missed an important point - Cisco *IS* entirely within its rights to
*NOT* distribute it, in any form, modified or otherwise.

I've not analyzed Cisco's product line closely enough to determine whether
they bought Psionic to fill a hole in their product line, or to eliminate
a competitor to a weak spot in their line.  Acquisitions *do* happen for
both reasons, you know....
