No, wait ... it's all so clear to me now.

DHS is not a government agency, it's a *advertising* agency, promoting anxiety 
in order to increase brand loyalty.  (Then again, maybe it *is* a government 
agency, since the US government is only supposed to support the "invisible hand" 
of the market ...)


(Actually, I started to post this as a joke, but an awful lot of things make sense, 
now ...)
