Uh, an amnesty[0] law of this sort is categorized as an ex-post facto
law[1]:

"Conversely, a form of ex post facto law commonly known as an amnesty
law may decriminalize certain acts or alleviate possible punishments
(for example by replacing the death sentence with life-long
imprisonment) retroactively."

Are you trying to say that Amnesty isn't being granted? Or are you
trying to say that ex-post facto laws are only counted as such when
making an act illegal?

Isn't that incorrect? Isn't this both an ex-post facto law and
specifically an amnesty law at that?
