I'm pretty sure you'd be surprised by how well the CIA, and other
groups - especially the recently mentioned, newly formed military
intelligence group - are able to carry out their jobs. The fact that
you don't know is quite possibly a byproduct of how well they do them.

As with virtually any company or government the top might appear to be
incompetent but that shouldn't cause you to second-guess the grunts.
