Let's assume for a second that there is new Florida condo project
named keybay.com that is about to set up a Web site.  How would a
registrar handle their request? 
 
I think maybe the idea is that any domain names that get caught by a
simple regex for famous names should be scrutinized by a human. From
there it's a matter of policy.

This is Mikko's idea. I don't expect registrars to go to any trouble at
all. BTW, in many cases it's the registrars themselves registering
speculative domain names, many of them in violation fo trademarks. Have
you herd of the Dotster-Neiman Marcus case?
