If it isn't, yet, it will soon IF it seems to the spammer to be 
working.

And you just (finally?) nailed why any form of "anti-spam" that depends 
on making sending Email "harder" for the spammer will fail, because 
their botnets will outscale any "reasonable" such limitations that can 
ever be applied to any other Email sender...
