The laws of thermodynamics make pulling hydrogen from water impractical.  

More energy goes in than comes out.

There are other methods but these too are require more energy than what's
given off.

You have to watch out for the "miracle" catalysts, solar methods, and what
not that you see on the 'net.  These are most likely scams ... similar to
perpetual motion or cold fusion.

How much energy is wasted in the process of electrolysing water to hydrogen?
How do these losses compare to using the same electricity to charge a
batteries which are then used in electric cars?

Electrolyse water, that gives you hydrogen and oxygen (and when you burn
the hydrogen, you get your water back), leaving only the issue of how do
you generate the electricity. Which is, of course, the key question.
