Not hard to do eh ;-) Didnt you see the NYTimes article about the heads of the DHS all retiring and going to work for private companies? They had a nice hierarchical chart (starting at Tom Ridge and working its way down) showing the vast amount of employees that work to get a vendor some contracts, then split the department and quintuple their salary working for said vendor.
