The question/statement referred to Bush being BLAMED for what happens
- and more than that, he's villified for it. He's "evil" because of
it.

Perhaps we should put Clinton on trial for the Blackhawk Down incident? :)

Bush is the Commander in Chief.  As such, if it happens on his watch,
it's ultimately his responsibility.  Ashcroft can screw up, or Rumsfeld
can screw up - it's still Bush's responsibility for choosing somebody who
then goes and screws up.
