I figured out who the company was (old AT&T Wireless) and navigated
through the Cingular homepage. It looks like a valid position:

The "test" ( http://www.tjti.com/tjti.htm ) just seems like a gimmick to
get you to contact a recruiting firm and/or pay money for the
"personality analysis". 

I would ignore the e-mail altogether. If you are interested in the above
position, contact the company directly using the above PeopleClick URL.

Director of Network Information Systems for their office in Redmond,
Washington. The company has the largest digital voice and data network

The Executive Director of Network Information Systems will provide the
overall direction and development of the company's network information
systems. You will ensure that all aspects of annual tactical plans align
with corporate strategy by optimizing from a resource and financial
aspect and effectively implement new systems into operation. Other
duties include:
- Perform centralized problem management, root cause analysis,
escalations, and service level metrics
- Oversee analysis and trending of network information system usage as
well as implement corrective plans to address issues
- Review system development project requests and coordinate schedules
and related departmental activities
- Budget and allocate staff development and training
- Lead team in portfolio/product management initiatives

The ideal candidate will have a Bachelor's degree (Master's degree
preferred) and 5 to 8 years of executive level IT leadership experience
including all aspects of systems and software development life cycle.
Excellent written and verbal communication skills with executive level
presentation experience, and strong project and program management
skills are required.

Compensation: Starting Salary to $170,000 per year, PLUS Annual Bonus
(up to 25%), PLUS Great Benefits
