At least in the US, works are protected by copyright from the moment of creation, with or without any explicit copyright notice. Registering for copyright lets you sue if you find someone violating your copyright, but it's not required for a work to be protected. In fact I wasn't able to find in the document text under what licence it's being published, from that one could conclude that it's "Public Domain" which is even less restrictive then "Free Licence". Looking at the strictly legal side of the story, "Free Licence" does allow him to resale your work, depends of curse on the type of the licence & if he follows it's other requirement's (like not deleting the creator credits & such). -- Cheers, Maxim Vexler (hq4ever).
