Emails from the suspect showed he wanted to leave Germany to avoid military service. This, combined with the seriousness of computer sabotage charges he faced, led police to initially oppose bail. Police have now relented after the suspect agreed to surrender his identity papers and report regularly to police.
Minor note: you have a choice of civil or military service in Germany. Civil service would be things like being a cook at an old folks home and so on. If you choose civil service it usually lasts a few more months then military service. I don't think he's a pacifist so much as lazy. Plus you can get out of military/civil service with a lot less hassle then leaving the country (medically invalid, school, etc.).
