Technically the Internet belongs to the US (although organisations like the National Physical Laboratory and CERN might claim an interest). After all, the A root name server is in the US and could be shut down by the US Government. Without another server becoming the primary the Internet would disappear. Of course, how the US could exert jurisdiction over the other roots is questionable.
