With a dial-up connection... Is there any hardware
firewalls that use regular phone lines? I havent seen
any. The article was more for broadband connections
because of the problem of having a static IP.

This are the exact words from the article in

"If you have a stand-alone computer or connect to
the Internet with a dial-up connection, a software
firewall is the right choice. In fact, Windows XP
includes Internet Connection Firewall. A hardware
firewall is more complex to configure, but once you
get it set up, it runs on its own to protect your
network. Combined with ICF or a third-party
software-based firewall, you've got maximum security
for your network.
Whichever you choose, you'll find using the Internet
much more enjoyable when you're nestled safely
behind a firewall"

That's a far cry from "urging users to buy hardware
firewalls."
