How are programmable logic arrays programmed?   Software
What runs in an ASIC?  Software
What are ASICs and PLAs developed in?  Software

Compile it into a .EXE, compile it into Silicon, it all has the
same bugs because it's all written by latte-swilling programmers
who don't check error conditions or validity of inputs. :)
