Or that the job market was so bad that the holder couldn't even consider
getting employment without a certificate and was forced to pay for the
certificate. Certificates are great when the market is good and not
every man and his dog have certificates.

Just to illustrate, the minimum qualification for call center work today in
India is a bachelors degree (3 years). Hence, the "eager to go further" 
doesn't even come into consideration. Its more of an essential requirement 
like literacy.
(The call center example is deliberate, where no technical skills are
really needed. Usually IT departments demand higher qualifications.).
