Hello there, have you considered simply writing a rule which drops all packets from the 
well known irc server ports such as 6666-7000? As well assuming you have control you may 
simply want to lock down your users into using a company approved software baseline. 
Doing this will also disallow them installing any programs as well unless they are 
administrator.
