Don't know about other Universities but Berkeley has always had a strong EECS department. While this is great for those primarily interested in hardware (EE) or data structures and algorithms (math/stats/crypto/CS) UC has traditionally offered few of the interdisciplinary courses required for a computer/information security specialization. For example CS was soliciting industry feedback for their degree program some years ago. I attended one of their meetings, defining degree requirements, for PG&E R&D but was surprised to learn they still discouraged Unix classes and anything related to systems administration.
