Seems like there are two questions here: 1) Has anyone explored the use of neural nets for IDSes? Answer: yes. Personally, I haven't been following IDS work very closely the past few years, but R&D people have definitely looked at it. I wouldn't even be surprised if a vendor or two claim to use some form of neural nets in their products. 2) Will the government's new priority for homeland defense generate more R&D dollars for cyber security research? Answer: maybe someday. The story on the street at the moment is that a lot of security money is tied up because of turf wars: until it's clear what govt department will be responsible for cyber security, nobody wants to spend too much of their own money on it. Various agencies have been putting out RFPs and other solicitations, some have actually been funded, but not all of them. Cyber security just doesn't have the political priority of air travel security.
