Should?  Can. Yes, config is similar.

The license agreement appears to me to say only "Non-Commercial" and I want
to abide by that if I have interpreted it correctly. (Is there anyone still
at tislabs.com after being sold one more time to Secure Computing?)

We originally meant "non-commercial" to mean "not for resale." Many people used and use parts of the FWTK for commercial gateways. Some even secretly created competing commercial products. Some even claimed to have invented the firewalls they based on the FWTK. But I digress...

Our intention was always to allow people to use it on their gateways, to encourage them to buy our commercial product for a supported solution, and to stop people to compete against us with our own code.

FYI, TISLABS is actually NAI Labs and did not get sold to SCC. I don't work there, but have friends who do.
