I believe you need a representative from the previous license owner to send a transfer request on company letterhead to 
checkpoint.

Hi All,

I've got a somewhat non-technical issue dealing with CheckPoint and
licensing I'm wondering if any of you have experience with.

I'm working with a client that purhcased a Nokia IP650 from another party,
I believe off Ebay.  The license number was previously registered to
another company, and I'm trying to get the license transferred so that I
can get a key to enable the CheckPoint portion of the Nokia.  It is taking
forever, and I still havn't gotten an answer yet from CheckPoint.

Anyone ever dealt with a similar issue?
