Lookup of IP Address

There was an attempted exploit of the "IIS Web Traversal Vulnerability" on
our web server. Our logs show the IP address the attack emanated from. I've
tried the network-tools.com site to find out about an IP address. This
couldn't help much.

Is there publicly available a means of looking up an IP address - e.g. it's
ISP or DNS?
