The analogy to crown jewels is interesting. Crown jewels are not secrets but tokens. They are tokens whose value goes up with time. Copies are difficult to create and usually distinguishable from the original. Copies do not have the same value as the original and do not usually diminish the value of the original. The value of secrets invariably decreases with time. Copies are easy to make and difficult to distinguish from the original. Copies invariably diminish the value of the original. The policy implications are subtle. For one thing, any attempt to identify secrets leaks information about the secrets. For another, it is not sufficient to have knowledge about the secret. One must also know something about the potential life of the secret. The actions of the FBI suggest that they do not understand these differences at all.
