There is, or at least was, an ftpd available for SSLeay that worked transparently with a corresponding SSL-enabled FTP client, as well as with non-SSL clients. It may be in a contrib or applications subdirectory of the source archive. I haven't played with it for a couple of years. OpenSSL may have something similar, too.
