Have you read http://www.checkpoint.com/cvpopenspec/index.html ?

Checkpoint themselves seem to call it an "open specification"
and that "Check Point is making this specification available 
to further ongoing industry standardization efforts as part of 
the CCI initiative"

I don't know what open means in this context. I glanced at
the specification a couple of months ago, and I seem to remember
that it was geared towards the scanning end of the protocol, not
the firewall end. I could be wrong however. "Open" _could_ mean
"you're free to use it, but you can't contribute to it. We, on 
the other hand, can change it whenever we like". Iik.

As for having a standardized and IETF-supported CVP? Sure, I'm
game. I for one would rather work with a specification that 
evolves by consent rather than the market needs of one 
specific company ;)
