That's a reasonable characterization. There's a humorous text floating about that illustrates the situation through a bogus script for a "60 Minutes" expose called "Arpanet Terror:" pimply kids connect to NORAD through the Arpanet to casually launch missiles at offending cities, while Senators use it to play computer games.
