There's a script written by Urban Kaveus called ssh-tunnel that uses the ssh ProxyCommand feature to use a CONNECT proxy to connect to the ssh server. It was posted either here or to firewalls a year or two ago. However, many CONNECT proxies are going to be restricted to only 443/tcp and other "over SSL" ports. For this reason, I suspect there's a lot of non-HTTPS stuff listening on 443/tcp, including SSH servers.
