This solution requires no modifications to any browser software and all web servers that I have seen are capable using another port with only configuration modifications. Almost zero cost. If there is a standard that no one uses, that generally means that the economics don't make sense. Also, filtering by domain name generally requires a firewall or proxy and filtering by port only requires a router.
