a) The mail is encrypted to allow the `censor' to read it (PGP allows
   mail to be encrypted for multiple recipients).  The `censor' decrypts
   it and passes it through whatever tests.  (As well as checking the
   envelope).
b) The `censor' can't decrypt the mail:  It goes straight into the bit-
   bucket as unverifiable.
