For the firewall vendors this is a business issue of pricing and licencing their products. The product must be cheaper for smaller companies, and bigger one's which have more money could pay more. There is nothing wrong with this, if you do not like the pricing, you have to talk to vendor and if they do not lower the prices, you must choose another software company. It's a free market and software companies can do what they want. And Check Point has used this pricing model for quite some time.
