Traffic Blocked from China

Everyone,

I've seen discussions in the past year around institutions having traffic blocked for international students back to 
the US based sites.  Has anyone found a good workaround for this yet?

Some of the options I've seen discussed:


  *   Use a VPN, which if not on the approved list could be illegal for the student to use
  *   Partner with a Chinese based organization to route traffic/services
  *   Host services in other international locations where traffic isn't blocked
