Issuing certs to non .edu domains owned by the university

Hi, I would like to learn practices from other universities regarding issuing certs to non .edu domains owned by the university. Do you issue certs to non .edu domains? If you do, what is the criteria for approving issuing such certs? Do you create an exception list for domains you have already vetted or do you vet them every time they apply for renewal?
