We use Awareity's MOAT. We have used them for a decade now. At my previous place of work, we used MediaPro. Wombat (now 
owned by ProofPoint) was a front runner as well.

For us, annual security awareness training is mandatory. Knowing this, we required:

*        Integration with our IDM to automate account management (Creation, modification, and deactivation)

*        Automatic reminder email messages

*        Tracking (We get quite a few "I already did this" messages)

*        Ability to add our own content such as the AUP

*        Ability to require acceptance of policies, such as the AUP

Future requirements for when we reevaluate are:

*        Content updates (How many times can we remind people to shred their sensitive docs)

*        Content media variations (Videos, sound, graphics, interactive labs/phishing exercises)

*        Ability to work on mobile devices

*        Ability to do role based training

This is just a quick set of what we have or will look at.
