Yup it's DNS:

Oct 7 2019, 5:53PM -04:00       [Down]  There is an issue with the blackbaord.com DNS which is causing service 
interuptions for multiple clients. Network teams are investigating.

I'm hearing/seeing rumors, but nothing official.
