IPAM Policy Question

Hello, Texas A&M is working to migrate IPAM from a home-grown solution to a commercial solution. Which is requiring us to visit policy decisions. Two topics in particular, where we have been more liberal than the commercial solution will allow: 1. Who can access IPAM? 2. Who can access the university's top-level (tamu.edu) domain? Does anyone have thoughts or local policies that you would be willing to share about how you manage access to your IPAM solution and to the institutions's top-level domain?
