Yes, but the decision is essentially at the department level as cell costs are charged out to the departments. When staff leave, we allow them to take their number if they wish; we use ATT and they have a transfer of billing responsibility process. Similarly, when new staff arrive who will have a school phone and want to keep their number we can transfer it into our account.
