(a)    you are the CISO/ISO at a public, doctoral/research university (Carnegie Classification of RU/VH or DRU; 
formerly referred to as public R1 institutions), and

(b)   your University requires authentication prior to giving someone access to your campus computer network (i.e., 
authN with NetID/Pswd, etc.)
